Set the time of the arc part for S-pattern acceleration/deceleration.

Long setting of STA (acceleration time constant) or STB (deceleration
time constant) may produce an error in the time of the arc part for the
setting of the S-pattern acceleration/deceleration time constant.
The upper limit for the actual time of the arc part is as follows:
