My newly inserted drive is not showing in the hot spare list.

Your drive probably has existing data, You can still use this physical disks as a hot spare. To do this

1.  Navigate Storage>Physical Disks
2.  Select the new hot spare disk.
3.  Click wipe and confirm.
4.  All data will be erased and will become unrecoverable but the drive is now available for use as a

hot spare.
