Cause
This alarm may occur when plugging in or plugging out NPC. When
plugging NPC, because other event list member is configured, the
event total number already reaches the upper threshold. After
plugging in NPC, it tries to restore interface related sub event list.
Now the member number is full and this alarm appears.
