To perform the specified number of pulse V, measure I cycles, this function:
1. Sets the

to output
bias
volts and dwell for

2. Sets the

seconds
3. Performs voltage measurement with source at

bias
volts for

seconds
5. Repeats steps 2 through 4 for the remaining
