subscriber. 63 and 64 are fixed to the Message and
System Managers. Most subscribers can be placed in the
same COS. Anyone who needs unclaimed messages
forwarded to a cell phone, beeper (pager) or another
mailbox would need to be in a separate COS.

Specifies where a caller will be transferred when a
Covering Extension is specified under Incomplete Call
Handling and is the option chosen by the caller.
