is the value for GARP

The default value for hold timer is 100 ms.
Usage Guide:
When GARP application entities receive a join message, join message will
not be sent immediately. Instead, hold timer is started. After hold timer timeout, all join
messages received with the hold time will be sent in one GVRP frame, thus effectively
reducing protocol message traffic.
Example: Set the GARP hold timer value of port 1/10 to 500 ms.
