Zero speed running 2
(output when stop)
When frequency inverter is running and the output frequency
is 0, then output ON signal. When inverter is in a state of
downtime, the signal also is ON.

When operation frequency reach to the upper limit frequency,
output ON signal.

When operation frequency reach to the lower limit frequency,
