"local":
The attribute is available in all devices within the network. It can
adopt different values depending on the device.
"private":
The attribute is only available in this device.
If you work with an individual device, enter the article data in mode level 3.
If you work with a system network, local data can be edited in mode level 3 or 4. Global
data only in mode level 4.
