The encoder error detection is performed only once after an operation begins,
only when the target speed is more than twice the rated slip, after the motor
speed has exceeded twice the rated slip.
For example, when the target speed is 500 (rpm) and the rated slip is 40 (rpm),
the detection starts at the point when the target speed becomes 80 (rpm).
