Write permissions can be: 0(Write not permitted),

permitted), 3(Write with encryption and authentication
permitted)
For example,
'perm' value for read-write is 0011, 'perm' value for
read-only with encryption is 0002
<par2>=valueLength(MANDATORY).
length range is 1-20. If length=0, the value can be
between 1 to 20 ASCII coded byte stream as
hexadecimal values.
<par3>=value (OPTIONAL).
Value is optional only when length=0. If 0 < length <=
20, value is ASCII coded byte stream as hexadecimal
