'perm' value for read-write is 0011, 'perm' value for
read-only with encryption is 0002

length range is 1-20. If length=0, the value can be
between 1 to 20 ASCII coded byte stream as
hexadecimal values.

Value is optional only when length=0. If 0 < length <=
