The following is multi-step speed operation diagram when b-003 = 1, b-004 = 0,
E-019 = 1, E-020 = 2, E-021 = 3, E-018 = 0.
When [b-003] ≠ 0, accel/decel time of multi-step speed operation is selected by
the value of [E-029]:
Firstly ensure corresponding binary value according to accel /decel time
