The low four bits value of input byte is n, the nth bit of the
output word is equal to 1.
The other bits of the output word are set to 0.
Example:
The low four bits value of VB0 is 15, the 15th bit of the VW10 is equal to 1.
The other bits of the VW10 are set to 0.
