reports the decoder’s MPEG FIFO buffer size in terms of Logical
Block Address and Block Length in bytes.
The decoder returns only the last Logical Block Address; it does not support
Partial Media Indicator (PMI).

Relative Address must be zero.

Partial Media Indicator must be zero.
