Rotation Speed Stabilization Filter

This function applies a strong digital filter setting when the input rotation speed is within a certain range
of variation and the status persists for at least a certain amount of time.
By default, the time width setting (F-16) is set to [000], meaning the stabilization filter is turned off.

a) Number of moving-average samples (F-15)

The number of moving-average samples is set by function F-15.
