Another client might be using the address that was served.

This situation can occur when there are multiple DHCP servers on the same network, and server A does not know
the subnet configuration of server B, and vice-versa.

This situation can also occur when the pool of addresses is not truly divided.

Set the DHCP server configuration file to "authoritative".

Verify that the DHCP server is functioning properly.

Response:

DHCP discovery did receive a DHCP offer from one or more servers that meet the client requirements.
