Sets or returns the NTP (Network Time Protocol) Primary Server Address in the
form aaa.bbb.ccc.ddd, where:
aaa = 000 to 223
bbb = 000 to 255
ccc = 000 to 255
ddd = 000 to 255
NOTES:
1) Permitted ranges as specified above CANNOT BE ALL ZEROES.
2) The NTP Primary Server Address can be cleared by setting it to 0.0.0.0
