GEAR.TORQ_RAMP defines the rate of change for the torque limit when
GEAR.TORQ_TIME has elapsed. GEAR.TORQ_RAMP is given as the maximum change
of torque limit in 3.3 ms (50 Hz). ( see 2315 )
