In  IrDA  Low-power  mode,  the  source  clock  is 
divided by this value (all 8 bits valid), with a value 
of 0 indicating retention.

twice this value (valid in the lower 5 bits) to clock 
the  smart  card,  with  a  value  of  0  indicating 
retention.
