Sets or returns Receive T1 Framing in the form x, where:
0 = None
1 = G.704
Note: Command and Queries are not allowed when either the GBEI
or NP Module has been selected as the current interface type.

1 = 5 MHz External Clock

3 = 20 MHz External Clock
