A casing may experience either a metallic or an electrolytic short. A
metallic short is a metal-to-metal contact between the casing and the carrier
pipe. Such a short will usually cause a positive shift in the pipe-to-soil
potential in the area of the casing. The potential might shift, for example
from –959 mV to –750 mV. The positive shift is especially pronounced if
the casing is bare. Discovery of such a shift in the usual pipe-to-soil
potential should lead you to suspect a shorted casing. If a metallic short
exists, the potential to a copper-copper sulfate electrode will be essentially
the same from the pipe and the casing test wires.
When a low resistance medium such as salt water, brine, or some other very
low resistivity material gets into the annular space between the casing and
the carrier pipe the manifestation in pipe-to-soil potential in the area of the
casing is similar to that for a metallic short–a positive shift in the potential.
The shift may not be nearly as great as with a metallic short. This can be
recognized, however, by the fact that there will still be a potential
difference between the pipe and the casing. The pipe might read 0.750 mV
(CSE) and the casing –0.650 mV (CSE).
Remember, you cannot use an ohmmeter to test resistance between a pipe
and casing. This was explained in Chapter 1, but is repeated here for
emphasis. There are two reasons why an ohmmeter cannot be used. First,
