The priority value is a 2-digit number from 00 through 99, with the
highest priority being 00. In general, an output can only change from
Set to Reset or from Reset to Set when the new priority is equal to or
greater than the current priority value.
Four priority levels have special functions associated with them and
merit additional discussion. These levels are 00, 50, 60, and 99. Before
explaining these special priorities, however, a few examples will help
you understand the basic priority structure.

The following items should be noted in example #1:
1. The output priority is updated to the highest value.
2. Each output Set command increments the relay counter.
3. Restoration of a zone containing the Set command in its definition
decrements the counter.
4. The output is restored ONLY after all zones commanding the output
Set have been restored.
