Has throttle body icing occurred or is foreign
material stuck in the throttle body?
Is the throttle switch malfunctioning?
Is the throttle cable free play out of specification?
Was the engine revved with the V-belt removed?
Is the throttle position sensor, speedometer unit, or
speed sensor installed incorrectly?
Correct the connection and/or replace the
speedometer unit and/or ECU.
