<file_id> Integer type. This is the identifier of a elementary data file on SIM. Mandatory
for every <command> except of STATUS.
<P1>,<P2>,<P3> Integer type. Parameters passed on by the ME to the SIM. These
parameters are man-datory for every command, except GET RESPONSE and
STATUS.
