INI: Initialize the Receiver

This command clears receiver memory and reset serial port baud rates, where d1,
d2, and d3 are baud rate setting codes for ports A, B, and C, and d4 is the memory
reset code. Table 6.25 and Table 6.26 list the code numbers and the settings
associated with them.
The maximum baud rate for Port C is 19,200. Baud rate codes 7, 8, and 9 are invalid
for d3.
