Starts data acquisition. The optional segment mask is provided for compatibility with other
MCBs and may be any value from 0 to 65535 but is ignored by the digiBASE-E.

s. Use the SET_OUTPUT_HIGH or SET_OUTPUT_LOW commands to establish
an initial output level.
