CAPTB is a special function register (SFR) to read the T4KHZ to T32HZ outputs of the low-speed time base counter
(LTBC). The initial value varies depending on the state of the T4KHZ to T32HZ outputs of the low-speed time base
counter (LTBC) at the timing when this register is read. When reading the data, read this register twice and check that
the two values coincide to prevent reading of undefined data during counting.
