A minimum clearance between the wheel and mud guard must be respected:

The type and position of mudguards depend on the vehicle model and the size of
wheel that is mounted.
Mud flaps
The rear mud flap is a flexible component mounted vertically at the bottom of the
chassis frame, the body or the mud guards. The mud flaps also serve to reduce the
risk of the tyres throwing small objects, especially gravel, towards other road users.
If mud flaps are fitted, they must comply with the standard.
