13.2.3.7 Cartesian to polar coordinates
Function Conversion of a point (x,y) to polar coordinates radius r and
angle Θ (theta).
Θ is output in degrees in the interval [­180°, 180°] . To convert
to radian measure multiply with π/180.
(1.0) → Θ = 0°
(­1.0) → Θ = 180°(0.0) → Θ = 0°, r = 0

Exception handling If one or a number of inputs is marked as invalid (Invalid bit),
