(GC) Counters, Timers, Distancers

This message is used to configure and manipulate internal counters. Each
counter can be configured as a user-controlled counter, a timer, or a dis-
tancer (counter updated by the traveled distance). For more information
refer to the
Operation
chapter. The message has the following format:

mented by 1 for every Delta elapsed sec-
onds. For Distancers, the counter value
