The Failsafe is checked against the status value from the TB OUT, or from the 

simulation input status. Failsafe can modify the OUT value to the Failsafe Out value, 
or to some high/low limit based on the status.

The target mode block allows the entire AI block to be overridden by a Manual Out 

value.
