If corresponding bit of transition filter is 1:
When the corresponding bit of the condition register changes from 0 to 1, the corresponding
bit of the event register is set to 1.
If corresponding bit of transition filter is 0:
When the corresponding bit of the condition register changes from 1 to 0, the corresponding
bit of the event register is set to 1.
