stamped by hardware. Write a 1 in a bit position to
enable time stamping of the corresponding message
type and write a 0 in a bit position to disable time
stamping of the corresponding message type:
[00] => Sync Event
[01] => Delay_Req
[02] => Pdelay_Req
[03] => Pdelay_Resp
[04 – 07] => N/A
[08] => Follow_Up
[09] => Delay_Resp
[10] => Pdelay_Resp_Follow_Up
[11] => Announce
[12] => Signaling
[13] => Management
[14 – 15] => N/A
