This bit is used to disable the
Energy_Det_Debounce_Low Logic from
debouncing the GPHY Energy_Det_APD signal
going low. When disabled, the Energy_Det signal
will go low if the GPHY Energy_Det input signal
is low for at least 640 ns.
0: Enable De-bounce Low
1: Disable De-bounce Low
