ON. CIO 00500 remains ON until CIO 000001 goes ON.
When CIO 000002 goes ON and CIO 000003 goes OFF in the following
example, CIO 00100 is turned ON. CIO 00100 remains ON until CIO 000004
or CIO 000005 goes ON.
