Clearing registers and queues

When the Series 3700 is turned on, various register status elements will be set as follows:



The PON bit in the status.condition register is set.



All enable registers are set to 0.



All NTR registers are set to 0.



All used PTR register bits are set to 1.



The two queues are empty.
