load FEC FPGA

Cause: Cannot
find the FEC
FPGA file in the
USB FLASH, or it
failed to open,
read, or load the
file to the FEC
FPGA.
Remedy: Ensure
that the USB
FLASH is
installed,
formatted, and the
image is loaded.
Also, ensure that
the FEC FPGA is
installed and the
CPLD is properly
programmed.
The FEC FPGA
image is not
found in the
USB FLASH, or
the file cannot
be loaded to
the FEC FPGA
for any reason.
This will occur
in production
until the USB
FLASH is
installed,
formatted, and
the image is
loaded.
