The jitter amplitude is increased from the Start Value until the error
measurement value exceeds the value of Threshold.
In the case of Upwards Linear, the jitter amplitude is increased by the
value set in Step.
In the case of Upwards Log, the jitter amplitude is increased by the
magnification set in Ratio.
In cases that the error measurement value still does not exceed the
Threshold even when the jitter amplitude becomes equal to or above
Upper Value, the next step jitter amplitude will be taken as the final
measurement value.
