connector J212 disconnected?

Connect the connector(s).

Is the voltage between J6-2(+) and J6-4(-) on the finisher controller PC board 5V DC?

Replace the finisher controller PC board.

Is the wiring between the finisher controller PC board and height sensor correct?

YES

Correct the wiring.

Replace the height sensor.
