System Controller failover

With the advent of the 5.13.x firmware we have full SC failover.

Ensure that failover is enabled.

sc0-4800a:SC> showfailover

SC Failover: enabled and active.

sc1-4800a:sc> help setfailover

setfailover -- set automatic/manual SC failover

Usage: setfailover [-y|-n] off|on|force
setfailover -h

off - automatic failover disabled
on - automatic failover enabled
force - manual failover to the other SC
-y -- do not prompt for confirmation
-n -- do not execute command if confirmation is requested
-h -- display this help message
