R/W 4’b1111 These fields set the maximum number of each class of buffer the transmitter will use. The

classes (Posted Command, Posted Data, NonPosted Command, NonPosted Data,
Response and Response Data) match the buffers in the receiver and fields in the NOP
flow control packet.

NOP packets received from the other end of the link will increment the number of buffers
that the transmitter believes the receiver has available. If the count reaches the limit set
in this register the extra credits will be discarded. This allows a general way to throttle
traffic in a particular virtual channel on a link.

The maximum counter values should be setup before the sipReady bit is set. The values
may be lowered in a running system, but the link must be reset before any increase takes
effect.
