It's obvious that the minimum of the

equals 1 (no white segment, no spoke light
recapture).
The maximum of the

(all three contributions) is about 1.8. It varies slightly with different
lamps.
The White Peaking Factor can be linear scaled between its minimum and its maximum by
means of thw White Peaking Value.
