Service 11: Send fixed length frame RAM broadcast 
data

When this service is executed, “fixed_length” data bytes are 
transferred in a fixed length frame from the RAM send data 
array “requested_station” at the primary station to the RAM 
receive data array of all connected secondary stations. 
Broadcast address 255 is used for this purpose.
