Outputs a low-level pulse synchronously with the
first clock cycle of the real-time debugger's serial
data output word. The low-level pulse width
indicates the type of command/data received by
the real-time debugger.

This is a mode pin which has the function to
protect the flash memory against E/W in hardware.
