1-9-3 Wind speed description
During operation, the instantaneous wind velocity at the working height is taken as the velocity of
wind that works against the crane.
The instantaneous wind speed for 3 seconds is converted by the average wind velocity for 10
minutes at a height of 10 meters above the ground multiplying 1.5 of conversion factor.
