Error Rate Counter
These bits maintain a count of the number of transmission errors that have
been detected by the port. This number is decremented by the Error Rate Bias
function. The counter cannot over or underflow and continue to increment or
decrement as defined, even if thresholds are met. Software can reset this
counter. If the value of the counter equals the error rate threshold trigger
register, an error is reported.
