Framerate: frames per second of the video file.

MaxStopTime: maximum stop time allowed for a stopped vehicle while the traffic
light is on red; in miliseconds.
●
TotalStoppedTime: total stop time (since the vehicle stops, with traffic light not
on red, until the vehicle continues its way or the red light turns off) of the
stopped car incidence; in ms.
