Averaged Wind Data Packets
When wind data packets are averaged in the ZephIR it is done on a field by field basis. Each field in an averaged packet is
either obtained by averaging across all packets, or by taking only the value from the first or last packet in the set. This table
describes how each field is processed:

For example, a ten minute averaged packet would start 1:10:00
