Detection of an interrupt condition or event is
edge-sensitive
. An interrupt request is generated
if, and only if, a specific interrupt condition undergoes a
transition
from 'false' (not-true) to 'true'
while that condition is selected.

A local interrupt request will not produce an interrupt on the PCIe bus unless the PCIe interrupt
is enabled. The PCIe interrupt is enabled by setting the
