Start Power Dimensioning. On the command line, enter
AMPOWERDIM
.

Respond to the prompts as follows:
Specify first extension line origin or
[Linear/Angular/Radial/Baseline/Chain/Options/Update] <select
object>:
Select the first point (1)
Specify second extension line origin:
Select second point (2)
Specify dimension line location or
[Horizontal/Vertical/Aligned/Rotated/Placement options]:
Drag the dimensioning to the left until it is highlighted red, and then click
