The OB06 sends the basic wireless measurement results (GSM 05.08
and GSM 05.05) to BSC that MS and TRX generate.
This is a default procedure, unless another plan (pre-processing, as
described below) is used.
The TRX places these results in the MEAS RES message and reports to
BSC. The sending of this message is synchronous with the receiving of
the SACCH block from the MS. If this uplink SACCH block does not
contain the MS measurement report, the MEAS RES, that OB06 sends,
indicates this (for example, in case of short messages).
Figure 43 shows the measurement report pre-processing procedure.
